Council Highlights - April 7, 2025 Regular Council Meeting

OPENING REMARKS

Mayor Colberg shared information about the 20/20 Clean-up Challenge. Residents are encouraged to collect garbage for 20 minutes a day for 20 days to have our community clean by Earth Day, which is on April 22, 2025.

Councillor Zariski spoke about the Half Masting occurring on April 9, 2025, in honour of those who fought at Vimy Ridge in 1917. The following Drumheller Servicemen are honoured and inscribed on the Vimy Ridge Memorial: Private Aubrey Thomas Bell, Private Milburn Roger Burkholder, Private George Doveton Greentree, Private Robert Landsburgh, Private Thomas Mcculloch, Lieutenant Donald Wallace Mcdonald and Private Guttorm Rustad.  

Councillor Sereda reminded the public that the nomination period is open for the 2025 municipal election taking place on October 20, 2025. Please see the Town of Drumheller website for more information.

Councillor Kolafa offered congratulations to the Drumheller Dragons for advancing to the South Division finals. Games 3 and 4 of the series are on April 8 and 9, respectively.

CAO Darryl Drohomerski shared that the Kerr Wood Leidal (KWL) Associates Ltd and the Town of Drumheller were finalists at the Showcase Awards Gala, hosted by the Consulting Engineers of Alberta. The Drumheller Flood Mitigation Office was nominated for an award for Project Management.

DOWNTOWN BERM EAST LAND DESIGNATION BYLAW (1ST READING)

Council gave first reading to Bylaw 09.25 - Downtown Berm Riverside East Removal of Land Designation which intends to remove the parcel’s designation as a municipal reserve (MR) so that the parcel can be redesignated as a Public Utility Lot (PUL) in a future bylaw. In accordance with section 674 of the Municipal Government Act, Council set a Public Hearing date for Monday, May 5, 2025, prior to the removal of the MR designation.

DOWNTOWN BERM RIVERSIDE WEST LAND DESIGNATION

Council passed Bylaw #10.25 - Downtown Berm Riverside West Land Designation to create a Public Utility Lot (PUL). PULs are titled parcels of land which are owned by the Town of Drumheller and contain public utilities or municipal infrastructure.

NORTH DRUMHELLER LAND DESIGNATION

Council passed Bylaw #11.25 – Michichi Creek East Berm Land Designation to create a Public Utility Lot (PUL). PULs are titled parcels of land which are owned by the Town of Drumheller and contain public utilities or municipal infrastructure.

AMENDMENT TO BYLAW 04.21 – COUNCIL & COMMITTEE PROCEDURE BYLAW

Council gave first and second reading to Bylaw 17.25 – Amending Bylaw for Bylaw 04.21. The proposed Bylaw 17.25 intends to make changes to the procedure for Public Hearings, especially in regard to electronic participation, ensuring compliance with recent updates to the Municipal Government Act. 

APPOINTMENT OF REPLACEMENT FOR BOARDS AND COMMITTEES

Councillor Hansen-Zacharuk was granted a medical leave of absence in accordance with section 174(2) of the Municipal Government Act. She currently sits on boards and committees which have not been attended by a Council representative since her absence. Councillor Lacher was appointed as an alternate to the Red Deer River Municipal Users Group and Mayor Colberg to the Drumheller and District Chamber of Commerce board until the 2025 Organizational Meeting, or until Councillor Hansen-Zacharuk returns.

APPOINTMENT TO MARIGOLD LIBRARY BOARD

Council appointed Margaret Nielsen for a three (3) year term to the Marigold Library Board; to date, she has served on this board for 12 years and was first appointed when she served as a board member for the Drumheller Public Library Board.

APPOINTMENTS TO DRUMHELLER LIBRARY BOARD

Council appointed Brook Gipman, Andrea Roberts, and Kenneth Enns to the Drumheller Public Library Board, each for a three (3) year term ending April 7, 2028.

RCMP CIVILIAN GOVERNANCE – POLICING COMMITTEE

As a result of recent legislation passed by the provincial government, municipalities are required to establish civilian governance bodies to support local policing priorities. Council passed a resolution for the Town of Drumheller to form its own municipal policing committee.

2025 STREET IMPROVEMENT PROGRAM: CONSTRUCTION CONTRACT AWARD

Council has approved the award of the construction portion of the 2025 Street Improvement Program (SIP) to Grindstone Paving & Excavating Ltd., for a total amount of $529,720.43 (excluding GST). Additionally, Council has directed Administration to reallocate $355,414.59 from the 2025 SIP capital budget to the capital budget for the 6th Avenue Road Connection Construction project, ensuring the full scope of work for that project can be completed.

6TH AVE ROAD CONNECTION CONSTRUCTION AWARD

The 6th Ave Road Connection Construction project was awarded to East Butte Contracting Ltd., for a total amount of $1,688,014.59.

HOOK TRUCK PURCHASE

Council approved the purchase of a multi-use hook truck for the Town’s Operations department for a total cost of $290,698.53, excluding GST. This vehicle will be equipped with a roll-off style garbage collection system to enhance operational efficiency, and is essential for waste collection, facility sanitation, and snow removal. It will provide multi-purpose functionality, reduce manual labour, and improve ergonomics for staff.

BYLAW #18.25 - SUPPLEMENTARY PROPERTY TAX

Council adopted Bylaw 18.25 – Supplementary Property Tax Bylaw, which establishes property taxes for properties assessed under Bylaw 16.25 – Supplementary Assessment Bylaw. The property taxes derived from the supplementary assessment are adjusted to correspond to the specific portion of the year during which the new improvements are completed, occupied, or operational within the municipality. Likewise, any destruction to properties will be accounted for in the supplementary assessment and the associated taxation.

The Town has traditionally implemented a supplementary tax through a supplementary property tax bylaw annually. Instead of enacting a new bylaw each year, Bylaw 18.25 permits its application for all subsequent years until it is repealed, thereby reducing administrative processes in accordance with Section 369.1 of the Municipal Government Act.
