Site Remediation of Old Hospital and Former Public Works Update

After several years, the remediation of two Town-owned sites is underway. The former Alberta Health Services Hospital (AHS) and the previous Town of Drumheller Public Works yard have undergone extensive remediation efforts, and the details of these projects are outlined below.

After many years of failed plans to privately redevelop the former AHS building, the Town acquired the land and demolished it for future development. This transaction was completed in 2021, and the building demolition was completed within 20 months. Following demolition, an additional environmental assessment was completed that identified further contamination left over from the years of operation of the site as a hospital. Due to the proximity of the Red Deer River, this material required removal to meet Alberta Environment and Parks’ standards.

In 2018, the Town of Drumheller moved its Public Works department from the 7th Ave Southeast location to its current location on Premier Way. Shortly after, a development company specializing in 55+ housing made an offer to the Town for the land, with conditions. Included in the conditions were the removal of all structures, rezoning of the land, and a comprehensive environmental remediation report of the site. This had to be completed within 240 days, and the Town met all conditions except for a failed environmental report, terminating the transaction.

The old public works site must undergo additional environmental testing for 2-3 years to ensure all contaminated sources have been removed. Once the additional environmental testing is complete, the site will be put on the market for redevelopment. However, the former AHS site has passed all environmental testing; it is considered usable land and is currently for sale. This serviced 1.33-acre site with river views is ideal for multi-story residential development.

Completing these demolition and remediation efforts marks a significant milestone for the Town of Drumheller. It demonstrates its commitment to remedying derelict properties in the Valley, as well as sustainable development and environmental stewardship.
