Council Highlights - January 20, 2025 Regular Council Meeting

OPENING REMARKS  

Councillor Tom Zariski 

Announced that the skating trail in Newcastle Recreation Area is now open. This is a partnership between the Town of Drumheller, Badlands Trail Society and Newcastle Community Association. It is open to anyone at any time, please enjoy this wonderful initiative.  

Councillor Patrick Kolafa

Shared that the Drumheller Dragons were featured in ‘Hockey Night in Canada’ last Saturday. This was a great representation for the Drumheller Valley.  

LEAVE OF ABSENCE – COUNCILLOR HANSEN-ZACHARUK 

Due to illness, Council granted Councillor Hansen-Zacharuk an 8-week medical leave of absence with pay, ending March 17, 2025.  

BYLAW #09.24 - ROSEDALE 1 AVENUE S ROAD CLOSURE   

Council gave second, third, and final readings to Bylaw #09.24—Rosedale 1 Avenue S, Road Closure. This bylaw was revised by Bylaw #32.24 to correct Schedule “A,” which had a clerical error on the plan number. As part of the flood mitigation project, the road closure bylaw was required for berm construction.  

BYLAW #03.25 - 9 STREET E EAST COULEE ROAD CLOSURE 

Council gave the first reading to this bylaw, which was drafted in response to a request submitted by an adjacent landowner who has several encroachments on the parcel of land and is currently undeveloped. Administration has entered into a preliminary agreement with the applicant for the sale of the lot and has collected fees to cover the administrative costs of the road closure.  

DEVELOPMENT AUTHORITY BYLAW #01.25   

Council gave the first and second readings to Bylaw #01.25 - Development Authority Bylaw, which represents a complete rewriting of Municipal Planning Commission Bylaw #32-08 to align with current practices.  

SAFETY CODES SERVICES REQUEST-FOR-PROPOSAL AWARD   

Council awarded the Safety Codes Services contract to Superior Safety Codes Inc for  

a period from April 1, 2025 – March 30, 2028. Superior Safety Codes is the current provider for the Town of Drumheller, and their proposed costs were significantly lower than those of the other applicants who met all criteria.  

FLOOD MITIGATION PROGRAM FINANCIAL AUDIT 

Council passed a motion for the Drumheller Resiliency and Flood Mitigation Program to become a regular part of the Town’s annual financial audits beginning with the 2024 fiscal year-end and for each subsequent year of the program.  

DRUMHELLER VALLEY SPORTS COMMITTEE BYLAW #04.25  

Council gave the bylaw its first and second reading. Based on the recommendations of the Drumheller Sports Council Task Force (DSCTF), it set out the terms of reference for the Drumheller Valley Sports Committee.  

CLOSED SESSION

Council closed the meeting to the public to discuss Local Public Body Confidences and Advice from Officials as per FOIP 23 – Local public body confidences and FOIP 24 – Advice from officials.
