Councillor Zariski informed residents about the Drumheller & Area Health Foundation’s fundraising gala which will be held on March 29, 2025. This year’s theme will be an Indian celebration with food provided by local restaurants and there will be entertainment from Calgary. 2025 MUNICIPAL ELECTION
Council gave first and second reading to Bylaw 13.25 - Election Bylaw, which establishes Council’s decision on the limited election modifications that are permissible by a municipality within the jurisdiction of the Local Authorities Election Act (LAEA).
Information on the 2025 Municipal Election is available on the Town of Drumheller website; however, all candidates are responsible for reading and understanding the LAEA and how it applies to their candidacy.
APPOINTMENT OF RETURNING OFFICER & SUBSTITUTE RETURNING OFFICER
Council appointed Mitchell Visser as the Returning Officer, and Angela Keibel as the Substitute Returning Officer for the 2025 Municipal Election. Each person took the Oath of the Returning Officer.
NACMINE HUNTER DRIVE LAND DESIGNATIONS
Council adopted Bylaw 12.25 – Nacmine Hunter Drive Land Designation. This bylaw establishes an environmental reserve (ER) on the land detailed in Schedule ‘A,’ which cannot be adequately protected by the proposed Nacmine Berm. Given the significant risk of flooding, this land was acquired as part of the Nacmine Flood Mitigation Project, and all improvements have been removed from the site.
REPEAL OF DRUMHELLER MUNICIPAL AIRPORT BYLAW 33.08 & LIVERY TRANSPORT BYLAW 15.12
Council adopted Bylaw #15.25 – Drumheller Municipal Airport Bylaw and Livery Transport Bylaw Repealing Bylaw. This decision reflects the current management of the airport by a contracted third party, and addresses the obsolescence of the Livery Transport Bylaw, which had imposed unnecessary financial and administrative burdens on livery companies.
DRUMHELLER & DISTRICT SENIOR’S FOUNDATION (DDSF) – REQUEST TO BORROW FUNDS
Council passed a resolution to grant permission to the DDSF to borrow $3.5 million to finance construction of a new central kitchen, construction of an enclosed walkway joining Sunshine and Hillview lodges, construction of a new parking lot, and interior renovation capital projects. DDSF is requesting this resolution from all five of their member municipalities.
FEES, RATES AND CHARGES BYLAW AMENDING BYLAW #05.25
Council gave third and final reading to Bylaw #05.25 – Amending Bylaw for Bylaw #36.24, which approved fee adjustments for Safety Codes Permits and Cemetery Fees.
COMMUNITY STANDARDS BYLAW - PUBLIC ENGAGEMENT & COMMUNICATIONS PLAN
Council approved a public engagement survey and a communications plan which will allow public feedback on community standards related issues for Administration to consider when revising Bylaw 06.19 - Community Standards Bylaw and Bylaw 04.19 - Tourism Corridor Property Standards Bylaw; a new and consolidated version of the two bylaws will be brought before Council later this year.
