Council Highlights - February 3, 2025 Regular Council Meeting

OPENING REMARKS

Councillor Sereda announced that the Cold Bones Fest will take place between February 7 and 9, 2025 and will include 25+ bands across 5 locations throughout the Valley. It was mentioned that this festival is sold out, and for those interested in participating next year, be sure to purchase tickets well in advance.

Councillor Kolafa announced that the Town of Drumheller will hold a Public Information Open House on Wednesday, March 5, 2025, at the Badlands Community Facility, Banquet Hall C, from 4:00 p.m. to 7:00 p.m. The event will be set up like a trade show, with each department hosting a table to showcase information and engage with attendees. There is no need to pre-register for this casual event—residents are encouraged to drop by at their convenience throughout the evening.

Councillor Kolafa congratulated Cst. Selbee, Cpl. Chung and S/Sgt. Harms of the Drumheller RCMP on their award of the King Charles III Coronation Medals from the Lieutenant Governor.

Councillor Price announced that the Town of Drumheller is hiring for the summer season as part of the Canada Summer Jobs Program and is seeking individuals for numerous positions. Interested persons can apply online at Drumheller.ca.

Councillor Zariski announced that the Drumheller Raptor Challenge, adult co-ed volleyball, will occur on February 22 and February 23, 2025, at the Badlands Community Facility.

Councillor Lacher announced that the 2025 Property Assessment Notice will be mailed to all property owners this week. For questions about your assessment, reach out to Wildrose Assessment Services. Wildrose will present at the Committee of the Whole meeting on February 10 to discuss the assessment process and valuation methods. They will also be in person at the Public Information Open House on March 5. 

REPEAL OF ECONOMIC DEVELOPMENT ADVISORY COMMITTEE

Council approved Bylaw 06.25 - Economic Development Advisory Committee Repealing Bylaw. The Economic Development Advisory Committee (EDAC) was created in 2018 to have public input on and assist with Economic Development initiatives.  EDAC was made up of members at large from various community groups and council members to promote the region and identify investment opportunities. However, EDAC had passed a motion to dissolve due to a lack of ongoing projects and proposed that a Task Force be created in the future as the need arises.

REMUNERATION AND EXPENSE ALLOWANCE FOR MAYOR AND COUNCIL

Council approved the Remuneration and Expense Allowance for Mayor and Council Policy LS-C-03. This policy repeals C-06-04, C-02-00 and C-06-22 and will take effect October 27, 2025, after a new council has been elected. The policy was created from the final report of the Council Remuneration Task Force, a volunteer-based non-partisan committee tasked with making recommendations on Council compensation. 

FLOOD MITIGATION PROGRAM UPDATE

The Disaster Resiliency and Flood Mitigation (DRFM) team provided an update on the Town’s Flood Mitigation Project. As of December 31, 2024, nine (9) of the twelve (12) flood mitigation projects have been finished, with construction of the Nacmine and Rosedale/Scarlett berms left to be completed.

NACMINE FLOOD PROTECTION TENDER AWARD

Council awarded Nacmine Flood Protection Project tender to Pidherney’s Inc. for $4,303,010.41 excluding GST.

ROSEDALE SCARLETT FLOOD PROTECTION TENDER AWARD

Council awarded the Rosedale Flood Protection Project tender to Pidherney’s Inc. in the amount of $5,248,625.58 excluding GST and the Scarlett Flood Protection Project tender to Pidherney’s Inc. in the amount of $996,605.15 excluding GST. 

FEES, RATES AND CHARGES BYLAW AMENDING BYLAW 05.25 

Council gave 1st and 2nd reading to Bylaw #05.25, an amending Bylaw to make changes to the Rates Fees and Charges Bylaw, which passed in December 2024. Most of these changes affect fees for safety code permits and result from a new contract with Superior Safety Codes, which will take effect on April 1, 2025. Additionally, due to an administrative oversight, there will be some changes to cemetery fees 

DRUMHELLER VALLEY SPORTS COMMITTEE BYLAW #04.25

Council gave a third and final reading to the Drumheller Valley Sports Committee Bylaw. The Bylaw establishes a volunteer based advisory committee tasked with making recommendations to Council on initiatives that will enhance recreational opportunities, promote community engagement, and create a healthier community. 

CLOSED SESSION

The Committee held a closed session as per FOIP 17 - Disclosure harmful to personal privacy, FOIP 23 – Local public body confidences and FOIP 24 – Advice from officials.
