Council Highlights - February 18, 2025 Regular Council Meeting

OPENING REMARKS

Deputy Mayor Kolafa chaired the meeting.

Councillor Price thanked everyone who attended Family Fun Day at the Badlands Community Facility on February 17, 2025. She appreciated Family Fun Committee, FCSS, Dancing with the Dinosaurs Powwow, Drumheller Library, Drumheller Recreation Departments, Bikes and Bites for their contribution to the successful day.

Councillor Zariski informed residents about a Public Information Open House on Wednesday, March 5, 2025, at the Badlands Community Facility from 4:00 PM - 7:00 PM. This event lets residents casually engage with the Town of Drumheller’s representatives. We hope to gain resident insight while educating the public on various municipal programs and initiatives. This event is free to attend; no registration is required. Questions about the event can be forwarded to Erica, our Communications Officer 403-823-1338 or communications@drumheller.ca.

Deputy Mayor Kolafa announced a clerical and publishing error for the March 17, 2025, Regular Council Meeting. It was published as March 18, 2025, in error.

Councillor Lacher read and officially affirmed the Oath of Office for the position of Deputy Mayor for the months of March and April 2025.

Mayor Colberg expressed her gratitude to Deputy Mayor Kolafa for his service as Deputy Mayor in January and February and for chairing today’s meeting. She indicated her intention to encourage Councillors to take turns chairing future meetings to enhance their experience and knowledge. 

DELEGATION: DRUMHELLER & DISTRICT SENIOR’S FOUNDATION (DDSF)

Executive Director G. Youngberg requested permission from the Town of Drumheller to borrow $3.5 million for proposed capital projects. The DDSF is required to obtain permission to borrow from its five contributing municipalities. Council directed Administration to bring the request back for consideration and decision on March 3, 2025.

PUBLIC HEARING: PROPOSED BYLAW 03.25 – 9TH ST. E EAST COULEE ROAD CLOSURE

Council held a public hearing for proposed Bylaw 03.25 – 9th St. E East Coulee Road Closure. First Reading of the Bylaw was given on January 20, 2025. There were no written submissions and no presentations to council. The public hearing opened at 5:31 PM and closed at 5:35 PM. 

BYLAW 07.25 – NACMINE 5TH STREET ALLEY CLOSURE BYLAW (1ST READING)

Council gave first reading to Bylaw 07.25 – Nacmine 5th Street Alley Closure Bylaw, and set the Public Hearing date for Monday, March 17, 2025. An adjacent owner has made an application to have the alley between 177 5 Street and 193 5 Street, in Nacmine, permanently closed to the public. 

BYLAW 08.25 –AMENDING BYLAW FOR BYLAW 15.24 

Council gave first and second reading to Bylaw 08.25 – Amending Bylaw for Bylaw 15.24. This bylaw updated the Safety Codes Permit Bylaw to:

  • Remove the discretion of the Development Authority regarding building permit requirements to the discretion of the Permit Issuer as defined within the bylaw.
  • include language regarding Private Sewage Disposal Systems permit requirements.

These updates ensure adherence to the Municipal Government Act (MGA), the Town of Drumheller Quality Management Plan (QMP) and the Safety Codes Act.

DRUMHELLER PUBLIC LIBRARY BOARD APPOINTMENTS

Council approved the reappointment of Jade Scott and Tracy Abildgaard to the Drumheller Public Library Board (DPLB) for a three-year term following the successful completion of their initial terms. At present, there are four vacancies on the DPLB. Individuals interested in applying for a board member position are encouraged to visit the Town of Drumheller's Council Board and Committees website page for more information.

BERM ENGINEERING CONSTRUCTION SERVICES SCOPE CHANGES FOR SCARLETT, ROSEDALE AND NACMINE

Council approved KWL’s scope change for engineering construction services on the Scarlett berm, and ASP’s for Rosedale and Nacmine berms as part of the Flood Protection Project in these areas. The total amount approved was $1,604,158.40. These projects are currently funded under the Drumheller Resiliency Flood Mitigation program, which is jointly funded by the Town and the provincial and federal governments.

RCMP CIVILIAN GOVERNANCE – POLICING COMMITTEES

Director of Emergency and Protective Services and S/Sgt Harms presented information on recent legislative changes from the Government of Alberta that require the creation of civilian governance bodies by March 1, 2024.

Council has requested that Administration obtain additional information and present the item at a future Regular Council Meeting. 

ELECTRICAL VEHICLE (EV) CHARGERS

Council passed a resolution to remove the two Town-owned and maintained EV charging stations, which will be deactivated at the end of September 2025.
